In addition to concerns for loss of life and property, FRAUD often runs rampant during a disaster (and afterwards) as bad actors attempt to take advantage of those that have been impacted by the storms. An often overlooked commandment of the L-rd is found in Leviticus (Vayikra) 19:13 - "Thou shalt not defraud thy neighbour, neither rob him..."
